    We are honored to welcome Chief Glenn A. Gaines the Department of Homeland Security’s, “Deputy United States Fire Administrator” to open our conference as a member of our Key Note presentation Cadre.

    ormerly the Fairfax County, VA Fire Chief, Deputy Administrator Gaines is responsible for assisting in the managing the United States Fire Administration and the programs and training activities at the National Emergency Training Center including the National Fire Academy located in Emmitsburg, MD.

    A well respected member of the International Association of Fire Chiefs and its Metropolitan Fire Chiefs Section, Chief Gaines has spent the past eight years as a principal architect and manager of both the Assistance to Firefighters and SAFER grant programs. In this new role, Chief Gaines brings to the position of Deputy United States Fire Administrator a keen understanding of the needs of career, combination, and volunteer fire departments and the issues affecting them during these unique times in our Nation’s history.

    “One of the top priorities of FEMA is to ensure the nation’s fire service and residents are served by highly qualified fire leadership committed to the prevention, response, and recovery from fire in all communities,” said a senior FEMA official. “Chief Gaines brings to his new position the breadth and experience at all levels of government, including his service to the Assistance to Firefighters Grant program, which this nation and FEMA needs to further ensure a fire safe nation.”

    Chief Glenn Gaines started as a volunteer firefighter and fire officer and rose through the various ranks until finally serving as Fire Chief of a metropolitan community serving a population of over one million people. Throughout his career, Gaines has served in key roles in the areas of training, prevention, and operations, as well as overseeing a nationally recognized Urban Search and Rescue (USAR) team which has been deployed many times both within the U.S. and internationally to disasters. Chief Gaines holds a degree in Fire Administration and has served as an instructor at USFA’s National Fire Academy since 1991.

     

    Chief Tonya Hoover

    Acting Fire Marshal
    State of California

    We are honored to welcome California's Acting State Fire Marshal Tonya Hoover as a member of our Key Note presentation Cadre.

    Appointed by the Cal-Fire Director on June 30, 2009; Chief Tonya Hoover was first appointed Assistant State Fire Marshal by Governor Arnold Schwarzenegger September 4, 2007. Hoover has been actively involved in fire prevention, public education and risk mitigation for 20 years, most recently serving as fire marshal for the Moraga-Orinda Fire District located east of the Oakland/Berkeley hills. She has also served as a deputy fire marshal for the University of California at Berkeley and as a fire inspector/plan reviewer.

    Hoover an associate’s degree in fire protection engineering technology and a bachelor of science in technical education specializing in fire protection engineering technology and safety from Oklahoma State University. She went on to earn a master’s degree in business administration/human resources from the University of Phoenix. She also holds several State Fire Marshal certifications.

    Hoover is a member of several fire service associations including the National Fire Protection Association technical committee, the International Fire Service Training Association, the International Fire Chiefs Association Subcommittee; and the Wildland Urban Interface Committee as an active member and immediate past co-chair. She is past president of the California Fire Chiefs' Fire Prevention Officers Section, Northern Division and the recipient of the Northern California Fire Prevention Officers’ Charlie Gray Award for Outstanding Service to NorCAL FIRE Prevention Officers.

    Chief Hoover has also been a featured presenter at several professional events that include the Annual Meeting of National Fire Protection Association, California Fire Chiefs Association, National Firewise Conference, and 43rd Annual International Conference on Campus Safety.

    Note: - We had originally planned on U.S. Fire Administrator Kelvin Cochran to open our event. I am  happy to report that Administrator Cochran will be leaving the U.S. Fire administration soon as he was named Atlanta, GA's next Fire Chief. To a friend I wish you well and much success.
